"THE PRESIDENT'S EXECUTIVE-ACTION ASSUMES [THAT] UNDOCUMENTED IMMIGRANTS WILL COME FORWARD, AND IDENTIFY THEMSELVES AS
LAWBREAKERS--FOR A SHORT-TERM CLEMENCY--WITHOUT ANY GUARANTEE THAT THIS NEW STATUS
WON'T BE REVOKED BY THE NEXT CONGRESS, OR THE NEXT PRESIDENT. THAT PUTS PEOPLE IN A WORSE POSITION THAN THEY ALREADY ARE IN.
THIS PROBLEM NEEDS A PERMANENT SOLUTION--NOT A BAND-AID. THE
PRESIDENT'S DECISION TO ACT HAS GENERATED STRONG FEELINGS, ON BOTH
SIDES--BUT, AT THE END OF THE DAY, IT DOESN'T REALLY FIX THE PROBLEM:
HE CAN DEFER DEPORTATION AND PROSECUTION--BUT HE, ALONE, CAN'T CREATE A LEGAL GUEST-WORKER PROGRAM FOR THE
MILLIONS OF WORKERS WHO REMAIN IN LEGAL-LIMBO. SO, CONGRESS:
DON'T TAKE THE BAIT--LEGISLATE."
