(MCGOWAN):
"AS WE HEAD INTO SUMMER, MOTORISTS ARE GETTING SOME RELIEF AT THE PUMP--BECAUSE AMERICA IS EXPERIENCING A RENAISSANCE, IN OIL- AND NATURAL-GAS-PRODUCTION.  AND, THE BENEFITS FOR CONSUMERS, MANUFACTURERS, THE TRAVEL- AND TOURISM-INDUSTRY, AND INDEED OUR ENTIRE ECONOMY ARE HARD TO OVERSTATE.  POLICYMAKERS, HOWEVER, SHOULDN'T TAKE THESE THINGS FOR GRANTED:  IN ORDER TO MAINTAIN A ROBUST SUPPLY OF DOMESTIC OIL AND NATURAL GAS, IT'S ESSENTIAL THAT THE INDUSTRY BE ALLOWED TO EXPLORE FOR NEW RESOURCES--AND TO DEVELOP THEM.  THIS INCLUDES OIL AND NATURAL GAS IN THE ATLANTIC--WITH NORTH CAROLINA CONTAINING THE LARGEST COASTLINE THAT'S BEING LOOKED AT.  DOING SO COULD CREATE 55-THOUSAND JOBS, IN NORTH CAROLINA ALONE, BY 20-35--AND COULD RAISE NEARLY FOUR-BILLION DOLLARS, FOR THE STATE'S BUDGET.  WHAT'S MORE, OUR LATEST RESEARCH FINDS THAT 71-PERCENT OF NORTH-CAROLINA-VOTERS--INCLUDING MAJORITIES OF REPUBLICANS, DEMOCRATS, AND INDEPENDENTS--SUPPORT OFFSHORE DRILLING."
