"WE SUPPORT 'AMENDMENT THREE'--THE EARLY-CHILDHOOD-EDUCATION ISSUE, ON THE NOVEMBER-BALLOT.  THE AMENDMENT WOULD CREATE LONG-TERM ECONOMIC-BENEFITS, BY STRENGTHENING EARLY EDUCATION.  BUT, THERE'S EVEN MORE AT STAKE, FOR OUR ECONOMY:  MISSOURI HAS LOST OUT ON MILLIONS OF DOLLARS, IN TOBACCO-SETTLEMENT REVENUE--DUE TO A SWEETHEART-DEAL THAT SOME TOBACCO-MANUFACTURERS ENJOY.  'AMENDMENT THREE' WOULD ELIMINATE THAT SUBSIDY.  SO, WHILE THE AMENDMENT WOULD RAISE 300-MILLION DOLLARS, A YEAR, FOR 'PRE-K' EDUCATION--BY PHASING IN A REASONABLE INCREASE TO THE CIGARETTE-TAX--IT WOULD ALSO CREATE A FAIR RETAIL-MARKETPLACE, IN MISSOURI."
