(OPEN):
ARE THE WORLD'S VIEWS ON TRADE CHANGING?
WITH THE "BREXIT"-VOTE IN BRITAIN, AND GROWING FREE-TRADE SKEPTICISM DOMESTICALLY,
DON PHILLIPS--A FORMER U-S TRADE-OFFICIAL--THINKS SO...
(PHILLIPS):
"THERE'S A LOT OF UNCERTAINTY IN THE TRADE-WORLD, RIGHT NOW:
CLEARLY, A LOT OF TRADITIONAL ASSUMPTIONS ARE BEING CHALLENGED. AND, THE
U-S--WHICH HAS TYPICALLY BEEN A CHAMPION OF TRADE-LIBERALIZATION AND
GLOBALIZATION--HAS TAKEN A MUCH-MORE-SKEPTICAL VIEW, ABOUT THE BENEFITS OF TRADE.
PERSONALLY, I DOUBT THERE WILL BE A FUNDAMENTAL CHANGE, IN THE LONG-TERM TRAJECTORY OF THE
WORLD-ECONOMY--AND THE TRADE-RELATIONSHIPS, OR TRADE-RULES, BETWEEN COUNTRIES.
BUT, I THINK THERE IS A CHANCE THAT--WITH SOME OF THIS ACRIMONIOUS RHETORIC [THAT]
WE'VE HEARD--THAT THERE COULD BE A SERIOUS CONFRONTATION WITH SOME OF OUR
TRADING-PARTNERS--WHICH COULD RESULT IN SOME TRADE-WARS OR -RETALIATION.
BUT, THAT REMAINS TO BE SEEN."
