(MACCHIAROLA):
"WE ARE CALLING ON CONGRESS TO REPEAL, OR SIGNIFICANTLY REFORM, THE 'RENEWABLE-FUEL STANDARD'--OR 'R-F-S'.  THE 'R-F-S'-MANDATE IS A BROKEN AND OUTDATED POLICY THAT DOES NOT WORK FOR CONSUMERS.  FORTUNATELY, A GROWING NUMBER OF MEMBERS-OF-CONGRESS, ON BOTH SIDES OF THE AISLE, AGREE THAT THIS PROGRAM IS A FAILURE--AND THEY ARE LISTENING TO AMERICANS WHO DON'T WANT HIGHER ETHANOL-BLENDS IN THEIR VEHICLES.  THESE BLENDS, SUCH AS 'E-15', CAN DAMAGE ENGINES AND FUEL-SYSTEMS, ALIKE--WHICH COULD FORCE DRIVERS TO PAY FOR COSTLY REPAIRS.  IN ADDITION, APPROXIMATELY 90-PERCENT OF THE VEHICLES ON THE ROAD TODAY WERE NOT DESIGNED FOR 'E-15'--AND AUTOMAKERS HAVE WARNED THAT USING THESE HIGHER ETHANOL-BLENDS COULD RESULT IN A VOIDED CAR-WARRANTY.  THESE HIGHER ETHANOL-BLENDS COULD ALSO CAUSE GAS-PRICES TO RISE BY 26 CENTS, PER GALLON--A BURDENSOME INCREASE FOR MIDDLE-CLASS AMERICANS.  THE 'R-F-S' WEAKENS AMERICA'S 'ENERGY RENAISSANCE'--WHICH HAS HELPED CONSUMERS SAVE ON THEIR ENERGY-BILLS.  POLICYMAKERS IN WASHINGTON, D-C, NEED TO RECOGNIZE THAT CONSUMERS' INTERESTS SHOULD COME AHEAD OF ETHANOL-INTERESTS--AND THEY MUST REPEAL, OR SIGNIFICANTLY REFORM, THE 'R-F-S'."
