(OPEN):
UTAH'S "PATIENT-DESIGNATED CAREGIVER RULE" IS NOW IN EFFECT.  AND, "A-A-R-P UTAH'S" DANNY HARRIS SAYS THAT IT GIVES IMPORTANT NEW RIGHTS TO FAMILY-CAREGIVERS...

(HARRIS):
"
THE 336-THOUSAND UTAHNS WHO SERVE AS FAMILY-CAREGIVERS WILL GET SOME MUCH-NEEDED HELP, BECAUSE OF THIS NEW RULE--WHICH WILL IMPROVE COMMUNICATIONS BETWEEN HOSPITALS AND CAREGIVERS.  PATIENTS WILL BE GIVEN THE CHANCE TO DESIGNATE A CAREGIVER WHO WILL ASSIST THEM WITH CONTINUING CARE, AFTER LEAVING THE HOSPITAL--AND CAREGIVERS WILL BE NOTIFIED, WHEN THEIR LOVED-ONE IS TRANSFERRED OR DISCHARGED FROM THE HOSPITAL.  HOSPITALS WILL ALSO GIVE THE CAREGIVER INSTRUCTIONS FOR CONTINUING CARE, AFTER THEIR LOVED-ONE LEAVES THE HOSPITAL--INCLUDING A DEMONSTRATION OF THE TASKS THAT ARE OUTLINED IN THE DISCHARGE-PLAN.  OUR RESEARCH SHOWS THAT CAREGIVERS WANT THIS TRAINING--BUT MAY ONLY RECEIVE IT ABOUT HALF OF THE TIME.  WE BELIEVE THAT KEEPING THE CAREGIVER INFORMED--AND ABLE TO PROVIDE THE AFTER-CARE [THAT'S] NEEDED, WHEN THEIR LOVED-ONE COMES HOME--WILL GO A LONG WAY TOWARD PREVENTING READMISSIONS TO THE HOSPITAL."
