NEARLY HALF OF PENNSYLVANIA'S 'BABY-BOOMERS' AND 'GEN-X'ERS' WILL LACK THE INCOME TO MEET THEIR BASIC EXPENSES AND HEALTHCARE-COSTS, IN RETIREMENT.  WHAT'S MORE, WELL OVER TWO-MILLION PRIVATE-SECTOR EMPLOYEES, THROUGHOUT THE STATE, WORK FOR AN EMPLOYER THAT DOESN'T OFFER A RETIREMENT-PLAN.  THE GOOD NEWS, THOUGH, IS THAT THE CITY OF PHILADELPHIA IS EXPLORING A PROPOSAL THAT WOULD ALLOW SMALL BUSINESSES TO OFFER THEIR EMPLOYEES A WAY TO SAVE.  THIS COULD GREATLY HELP NEARLY 350-THOUSAND WORKERS, THROUGHOUT THE CITY, MEET THESE RETIREMENT-CHALLENGES.  IT'S CRITICAL THAT PENNSYLVANIANS PLAN AND SAVE FOR RETIREMENT--AND TO ENSURE THAT THEY CAN EASILY DO SO.  THE BEST WAY TO DO THAT IS THROUGH A WORKPLACE SAVINGS-PLAN."
