STATE-LAW CURRENTLY ALLOWS THESE COMPANIES TO HIDE CHARGES ON UTILITY-BILLS--AND HAVE THE UTILITY-COMPANY COLLECT THOSE CHARGES.  TOO OFTEN, THIS HAS LED TO MASSIVE RIP-OFFS:  CONSUMERS SAY THAT THEY'RE OFTEN MISLED BY DOOR-TO-DOOR, PHONE, AND DIRECT-MAIL MARKETING--LEAVING THEM TRAPPED IN CONTRACTS THAT DRASTICALLY HIKE THEIR BILLS.  OLDER AND LOW-INCOME INDIVIDUALS--ALONG WITH NON-ENGLISH-SPEAKERS--ARE MOST OFTEN TARGETED:  ONCE THE CONTRACT'S IN PLACE, IT CAN BE VERY DIFFICULT TO GET OUT OF--AND CONSUMERS OFTEN DON'T REALIZE THE COST, UNTIL THEY'RE TRAPPED.  WE'RE FIGHTING TO KEEP THESE ALTERNATIVE SUPPLIERS FROM HIDING THEIR SKY-HIGH CHARGES ON OUR UTILITY-BILLS--AND 'HOUSE BILL 5101' WOULD REQUIRE THESE COMPANIES TO BILL THE CUSTOMER DIRECTLY.  WE BELIEVE THAT UTILITIES SHOULD BE FAIR, RELIABLE, AND--MOST IMPORTANTLY--AFFORDABLE.  AND, WE'LL KEEP FIGHTING FOR ILLINOIS-FAMILIES AND -CONSUMERS--OF ALL AGES--ON IMPORTANT ISSUES."
