"CONSUMER-CONFIDENCE IN PEPCO HAS BEEN SLIPPING, IN RECENT YEARS.  AFTER THE LONG POWER-OUTAGES DURING SEVERE WEATHER IN D-C, PEPCO PROMISED--BUT FAILED TO DELIVER ON--RELIABILITY-IMPROVEMENTS.  IF THE 42-MILLION-DOLLAR RATE-INCREASE [THAT] PEPCO HAS REQUESTED IS APPROVED, CONSUMERS WILL PAY MORE OF THEIR HARD-EARNED MONEY--JUST SO PEPCO CAN PROVIDE BASIC, RELIABLE SERVICE.  CONSUMERS--NOT PEPCO--WILL BE PAYING FOR THE NEW ELECTRIC-METERS [THAT ARE] KNOWN AS 'SMART METERS'--WHICH PEPCO INSTALLED IN EVERY HOUSEHOLD.  AND, PEPCO WILL GET A RAISE--IN THE FORM OF HIGHER PROFITS--IF THE RATE-INCREASE IS APPROVED.  A-A-R-P D-C WANTS TO HELP CONSUMERS SAVE MONEY; CONSUMERS DON'T WANT AN UNFAIR INCREASE IN THEIR ELECTRIC-BILLS.
