"THE 'EARLY-CHILDHOOD EDUCATION INITIATIVE' WILL BE ON THE NOVEMBER-BALLOT--THANKS TO THE OVER-330-THOUSAND MISSOURIANS WHO HAVE SIGNED PETITIONS, IN SUPPORT OF THIS LONG-OVERDUE MEASURE.  IT WOULD FUND EARLY-CHILDHOOD EDUCATION, THROUGHOUT THE STATE, AND COMES AT A CRITICAL TIME:  RIGHT NOW, ONLY THREE-PERCENT OF OUR FOUR-YEAR-OLDS ARE ENROLLED IN PUBLIC-SUPPORTED EARLY-CHILDHOOD EDUCATION.  THAT COMPARES TO 60-PERCENT IN IOWA--AND 76-PERCENT IN OKLAHOMA.  MISSOURI HAS FALLEN BEHIND NEIGHBORING STATES AND THE NATION--WHICH IS WHY THIS AMENDMENT WOULD MEAN THE BEST START, FOR ALL OF OUR KIDS."
