(OPEN):
EARLIER THIS WEEK [THE WEEK OF OCTOBER 26TH], SENATE
MAJORITY-LEADER, HARRY REID, ANNOUNCED HIS INTENTION TO
INCLUDE A PUBLIC INSURANCE-PLAN IN THE MERGED SENATE HEALTH-CARE-REFORM
BILL. BUSINESS ROUNDTABLE PRESIDENT, JOHN
CASTELLANI, EXPLAINS WHY HIS ORGANIZATION THINKS THE MOVE IS A BAD
IDEA...
(CASTELLANI):
"THE PUBLIC PLAN HAS--IN OUR VIEW--MANY PROBLEMS: DEPENDING
HOW IT'S STRUCTURED, IT WILL SIMPLY SHIFT--RATHER THAN
REDUCE--COSTS--AND WILL STIFLE THE INNOVATION THAT WE NEED TO CONTINUE
IMPROVING OUR HEALTH-CARE SYSTEM. SINCE IT'S DRIVEN BY COST, THE
PUBLIC PLAN WILL HAVE NO INCENTIVE TO EXPLORE AND SUPPORT NEW TREATMENTS
AND TECHNOLOGIES THAT IMPROVE THE QUALITY AND DELIVERY OF CARE. IN
CONTRAST, THE COMPETITIVE, PRIVATE MARKET WILL CONTINUE TO DO JUST
THAT--IMPROVING CARE FOR ALL. INSTEAD OF A PUBLIC OPTION, WE
BELIEVE THAT THERE CAN BE GREATER COMPETITION, BY EXPANDING THE
MARKETPLACE, AND GETTING MORE PRIVATE PLANS TO COMPETE, WITH NEW
INSURANCE-MARKET RULES. WE DON'T SUPPORT THE PUBLIC PLAN.
BUT, WE ARE COMMITTED TO WORKING WITH SENATOR REID, AND THE CONGRESS--AS
WELL AS WITH PRESIDENT OBAMA--TO CREATE HEALTH-CARE REFORM THAT WILL
PROTECT THE COVERAGE THAT AMERICAN WORKERS, AND THEIR FAMILIES, ENJOY
TODAY--WHILE REDUCING COSTS, AND SIGNIFICANTLY IMPROVING DELIVERY OF
MEDICAL CARE."
